Sanctuary Care was founded in 2025 by Eve Lehrman and Oliver Moses with the goal of bringing reliable, high quality, and free medical care to children in Liberia. The guiding principle is a fundamental respect for the potential and value of each and every patient served. Together the founders, employees, supporters, and patients of Sanctuary Care are building towards their shared vision - a Liberia in which the basic medical needs of women and children are always met.

  • Dr. Finlayson Paulumah, the Executive Director of Sanctuary Care-Liberia, holds a Doctor of Medical Science in Healthcare Administration and Leadership from the Rocky Mountain University School of Health Professions. He also holds two Master’s degrees: one in Healthcare Administration and Leadership from Abilene Christian University and another in Applied Science in Humanitarian Health from Johns Hopkins University. A trained Physician Assistant, Dr. Paulumah possesses extensive experience in the healthcare field. He is a proven and principled leader, deeply committed to advancing the mission and values of Sanctuary Care and to strengthening the organization’s impact through high-quality, equitable healthcare delivery across Liberia.

  • Sarah Jerome Holder is an experienced nurse and public health professional with over 20 years of both clinical nursing experience and clinical research quality assurance and control. She holds a Bachelor of Science in Nursing (BSN) and a Master of Public Health (MPH), with an emphasis in Environmental Health; with training that bridges clinical care, quality assurance, and population health.

    As Director of Nursing, Sarah provides leadership and oversight for nursing services, ensuring high standards of patient care, staff competency, and compliance with clinical and regulatory guidelines. Her work emphasizes quality improvement, patient safety, staff development, and the delivery of evidence-based nursing practice.

  • M. Maria Targbe is a result-driven financial and administrative management professional with over 15 years of experience in international development programs funded by USAID, DFID and UN agencies. Maria has proven expertise in financial reporting, budgeting, internal controls, subcontracts, grants management, and compliance with donor regulations. She is adept at leading multi-functional teams and developing robust financial systems to enhance accountability and operational efficiency.

    She holds a Master of Business Administration (MBA) in Accounting and a Bachelor of Science (BSC) in Accounting from Cuttington University, along with multiple professional certifications in USAID rules and regulations, financial management, and leadership development. Maria is known for her integrity, attention to detail, and unwavering commitment to excellence, transparency, and compliance.
